Illinois Governor Pritzker Takes Action Against Rogue Towing and AI Therapists

On August 3, 2025, Illinois Governor JB Pritzker enacted two significant pieces of legislation aimed at improving public safety and mental health care in the state. The first law addresses the issue of unscrupulous towing companies, while the second imposes restrictions on the use of artificial intelligence in therapeutic settings.

Tackling Rogue Towing Companies

For years, reports have surfaced about rogue towing companies preying on vulnerable motorists involved in accidents. These companies often arrive at the scene, presenting themselves as helpful services, only to later extort exorbitant fees by holding vehicles hostage.

The new legislation is a direct response to these alarming practices, closing a loophole that allowed illegal tow operators to evade penalties by simply re-registering under different business names. This change is expected to bring much-needed accountability to the towing industry.

Key features of the bill include:

  • The empowerment of state police to impound tow trucks found in violation of safety regulations.
  • The ability to revoke license plates for tow trucks that amass unpaid fines.

Governor Pritzker emphasized the importance of consumer protection, stating, “We will not stand idly by while companies take advantage of drivers in distress. These new measures will safeguard our citizens on the road.”

Ban on AI Therapists

In a parallel effort to ensure quality mental health care, the second bill prohibits the use of artificial intelligence in the provision of psychological services. Dubbed the Wellness and Oversight for Psychological Resources Act, this legislation aims to prevent AI from replacing human therapists and prohibits licensed professionals from employing AI for clinical treatment planning.

The decision to ban AI in therapy highlights concerns about the efficacy and safety of using non-human entities in mental health care. Critics argue that AI lacks the necessary empathy and understanding that a human therapist can provide, which is crucial in therapeutic settings.

Governor Pritzker remarked, “Mental health care is a deeply personal and sensitive process that requires the human touch. This law ensures that Illinois residents receive genuine and empathetic support.”

The dual focus of these new laws reflects a growing awareness of consumer rights and mental health issues. By empowering law enforcement and safeguarding the integrity of mental health services, the Pritzker administration aims to foster a safer and more trustworthy environment for all Illinois residents.
